Nah might not be needed. If they ask OOC the person can and should, in the right cases, tell them to then ask IC.

It makes more sense to take care of it preemptively instead of possibly just leaving it open to confusion.
Staff may not be in charge of every town that is in the setting. It's best to take that into account now and not later.

I agree with 3ll, better to have it and not need it, than not have it and find that you need it later down the line, like cake.
