Blaziken is banned by Smogon.com, the hub for competitive Pokemon. The banlist is their banlist, the rules are some of their rules. I didn't add any banned 'mons or extra rules, in fact I took away some. Anyway, Smogon banned Blaziken because of its ability, Speed Boost.
Speed Boost raises the user's speed every turn. That, combined with Blaziken's all around amazingness got it banned.
