Fire, not really sure what you're talking about in the first part, but as for Froslass, well, Froslass generally isn't used as a Staller in today's metagame, anyway. Witch Ice being arguably the worst defensive type in the game, and ghost making it weak to Pursuit, Froslass is usually instead used as a Suicide lead, spinblocker, or a fast supporter. For Hail stall, you generally want to use Walrein.
